I have the T3i.... I have ready every review, answer and other responses to these lenses... I can't come a decision yet.. Which one is the better option for landscape shots - the 10-22mm, 17-40mm, or 16-35mm?

I have a Canon 16-35 and can truly say it is an amazing lens and is my choice hands down of the lenses you mentioned, although a bit pricey. Looking at the other choices, you have the 17-40 which is similar in focal length, and the 10-22 which is more in the fisheye category. The 16-35 gives you a depth of field that is phenomenal which allows low angle landscape shots with practically everything in focus. It is also great when shooting architectural (indoor and outdoors) due to its wide angle as well as portraits. I have used it with both a 5D MKII and a 7D with excellent results even though you effectively have a 26-56mm lens when you use it on the 7D (Not a full frame sensor). You may want to check on the sensor size for the T3i.
Another fine option would be the Canon EF 17-55. I own one of these also and it is a great lens. It is not an "L" lens, but it has rave reviews from just about everyone that has one, including me. It has a nice wide angle, but a little more reach on the high end. It is a real fine landscape, portrait and overall "Keep it on the camera" walkaround lens. Tack sharp focus. And it is a lot less expensive and not quite as heavy. Please give the 17-55 some serious consideration. You won't be sorry you did. With your camera and its sensor size, that would be the most bang for the buck in my opinion.
