Hello, from the picture, this appears to be a stereo male to mono splitter, but you describe it as mono to mono. I'm looking for a cable that splits a stereo signal into 2 separate mono signals. Is that what this is?

No, but YES... This product is actually intended to send a mono signal to an outbaord fx (or similar) device, and return a processed mono signal through what is called an 'insert' type of jack. You would need two to process a stereo signal in this designed configuration.
However, the cable itself can be used as you specified to split a stereo signal into two mono signals. Or a 'balanced' signal to two 'unbalanced' signals.
