The effect is interesting, though I don't use the filter very much at all. You can use it to make skies bluer with ground (ideally mountains) being a bit warmer, but don't count on it saving bad lighting. It's effect on water is interesting depending on the surrounding colors/lights.
If you want one, buy one, there's nothing wrong with it and it's cheap. I wouldn't by it again. It's going to get lost in the bottom of my camera bag, and I won't miss it.
