Finally - Success

Mark, you nailed it! I have been having trouble in the past with the flash being either too bright or too dark. This time it was right on. I use a Canon Speedlight 430 EX on a Canon EOS 7D. Was seriously thinking that the flash was faulty - until I tried your technique. The hundred or so pictures I took of the Halloween party on our Main Street were perfect. Thank you!!!
