Very handy for selected needs
The description is a bit confusing. The 1/4 thread is female, on the bottom of this little platform, with a standard flash-type shoe on the top. I guess that is good to hold a flash, but still limited because there is no way to tilt the flash
But adding a low-cost compact swivel mount here, I use this to aim tiny LED lights from low angles for product work. I also rigged a GoPro mount for low-angle video. Add a swivel with the right mount to fit your purpose, and this is a handy gadget.

An item not easily found elswhere
The stand is used to hold a radio controlled flash unit to serve as auxiliary flash.
