I have no feeling that the camera will depart from the monopod under reasonable use

Data indicates this to be a 4 section monopod but it only has three extensions so they must be including the section that houses the extensions. The second or middle section of the one I received requires more pull to extend it. Losing the tension set screw did not improve the operation. If the lock on the top extension was released then the middle section was more freely to extend as both sections pulled out at the same time. This may only apply to the unit I received, but where was Vanguards quality control on this unit? The unit without a ball head holds my Canon 7D Mark II and a 28-135 mm lens remarkably well and I have no feeling that the camera will depart from the monopod under reasonable use.
