Does exactly what it claims - it isolates the flash from the camera electrically. In my case I wanted to be able to use a Vivitar 285 flash with a Nikon D40 and F100. My Vivitar shows 8.1 volts DC at the hotshoe contacts which should be OK on newer cameras, but I was concerned about instaneous higher voltage spikes when triggering the flash. The Wein works flawlessly.
Note that this item is PC to PC and not hotshoe mount. (I use a Nikon hotshoe to PC adapter for the D40-I forget the item number) Using the flash this way also forces manual flash / camera settings because you lose all the TTL CLS automation.

I really don't know what voltage I'm switching with my camera (or radios) when I hook to a studio flash. With the safe sync I don't have to worry about it.
