Gerri G : I have a lot of frozen photos that were in a flood a decade ago. I am attempting to put the blocks of photos in a final rinse w/wetting agent and try to soak them then rinse them apart. I have a photo hanger for drying. Siegfried Rempel, is a photo Conservation Scientist who could further assist you.ZAC H : I've never had to deal with a situation this extreme, but it would stand to reason a decent way to go about this would be to do as you're suggesting, but then putting the negatives in a large water bath w/ wetting agent and leaving them for some time until they naturally begin to separate.
