By spreading light from the highlights to the darker areas, low Contrast filters effectivly enable you to control contrast. The Shadow areas become lighter, allowing you to see more detail.  A very slight flare or halation around hot spots is also created which can be a useful effect. If you shoot video but want to achieve more of a film look, the use of a LowContrast filter will be very effective.
